Notice Description

The Council seek to appoint Framework Suppliers to carry out Traffic Surveys including MCCs, MCTCs and ATCs within the boundaries of Southend on Sea Borough Council. This competition also seeks to appoint a qualified contractor(s) to design, supply, execute and provide Traffic Survey data for a specific period in September 2018 for the following: A) Lot 1 - MCCs (Manual Classified Counts) and MCTCs (Manual Classified Turning Counts) B) Lot 2 - ATCs (Automatic Traffic Counters). The procurement process will be conducted electronically via the Council's e-tender facility Procontract: https://procurement.southend.gov.uk/southend/portal.nsf/index.htm You will need to register on the system, Express an Interest in this opportunity, then look at 'My Opportunities' where you will be able to find and view all the tender documents. The E-tender Project ID is DN359512 Suitably qualified suppliers may submit tenders for one or both lots for the September 2018 project; the Council will establish a ranking by lot and appoint - at its sole discretion - the highest-ranking tenderer by lot to a) the September 2018 project and the highest-scoring tenderer(s) to b) the highest-ranking tenderers to a Framework in order to run mini-competitions for future requirements. The Council reserve the right to amend its intention according to the tender returns but intends to appoint a minimum of 4 and maximum of 8 suppliers to the Framework. As well as the requirements that have been set out in this tender for the September/October 2018 traffic surveys we are also including a framework contract. Further work that could be included in the framework contract are listed below: * ATC (Automatic Traffic Counters) * MCC (Manual Classified Counts) * MCTC (Manual Classified Turning Counts) * OD surveys (Origin and Destination survey) * ANPR (Automatic Number Plate Recognition) surveys * Pedestrian counts * Pedestrian route analysis * Speed surveys * Journey times * Car park surveys * On-street parking surveys * Adhoc traffic data analysis to include written reports. The Framework Agreement will have a term of 3 years with possible extensions at the Council's discretion for up to a further 2 years and will enable the Council to procure high-quality, accurate Traffic Surveys throughout its duration. Tenderers are advised however that any future traffic survey requirements are contingent on the Council's needs at any given time and, as such, the Council make no guarantee of any minimum volume of work as a result of this tender. Tenderers are also advised that Council reserves the right to reduce the scope of the Framework or terminate the arrangements in accordance with the terms and conditions.
