Summary of the contracting process

The Portsmouth City Council is initiating a procurement process for the establishment of a Specialist Demolition Works Framework, targeting the demolition of the high-rise residential blocks, Horatia and Leamington House, located in Somerstown, Portsmouth. This process, classified under demolition work, is currently at the "Tender" stage, with a deadline for submitting the Selection Questionnaire by 6th November 2020 and the final tender return deadline set for 22nd January 2021. The framework agreement is anticipated to be awarded on 23rd February 2021, with on-site work expected to commence in April 2021 and conclude by May 2022. The total value of the demolition works is estimated at approximately £5.25 million, and the framework will be active for four years, potentially extending for another four years, allowing for multiple call-off contracts with varying project values.

This procurement offers significant opportunities for businesses in the demolition and construction industry, particularly those capable of handling high-value and complex projects. Companies specialising in demolition services for residential and commercial buildings valued at £1 million and upwards should consider competing for this contract, as the framework is designed to accommodate a range of projects over its duration. With the potential for total values to reach between £240 million and £400 million over an eight-year period, firms with expertise in delivering demolition works are well-positioned to grow through this opportunity.
