Summary of the contracting process

The Isle of Wight Council procured apprenticeship training for the Occupational Therapist Level 6 programme. The service covers delivery of the fully published occupational therapy apprenticeship standard, supporting learners through the programme rather than supplying general education or training. Delivery is in the South East of England. The procurement is categorised as education and training services. It was arranged by the council through its existing learning and development services dynamic purchasing system, with the requirement focused on a specific occupational apprenticeship. This is relevant to universities, higher education providers, specialist apprenticeship training organisations and other providers able to deliver occupational therapist degree-level apprenticeship training to the required standard.

This procurement has been completed and awarded following a further competition through the Authority’s dynamic purchasing system. The tender deadline was 14 April 2025 at 12:00. The contract was awarded to the University of Winchester on 27 June 2025 for £144,000. The contract period runs from 1 September 2025 to 31 August 2027, with an option for the authority to extend by 12 months at its discretion. The contract starts when the first learner is enrolled. The stated value is based on estimated learner numbers, and the procurement allows for variation in learner volume. The opportunity was identified as suitable for small and medium-sized enterprises.

For a provider that did not win this award, the procurement indicates demand from the Isle of Wight Council for specialist occupational therapy apprenticeship provision delivered through a public-sector purchasing route. A credible competitor would need to deliver the complete Occupational Therapist Level 6 apprenticeship standard, with the teaching, learner support, assessment and associated quality arrangements needed for an approved apprenticeship programme. Relevant capability includes occupational therapy education at degree level, suitable qualified teaching and supervisory staff, capacity to support learners over a multi-year programme, and experience working with public-sector employers. Providers able to combine higher education delivery with apprenticeship compliance and workforce planning would be well placed when this requirement next reaches the market.
