Summary of the contracting process

The NHS Liverpool Clinical Commissioning Group, represented by NHS Shared Business Services Ltd, has initiated a tender process for a two-year pilot programme aimed at establishing a Catheter Appliance Management Service. This project falls under the health and social work services industry and is located in Liverpool, North West England. The procurement is currently in the planning stage, with a deadline for expressing interest set for 5pm on 19th May 2017. This call for competition has been published to identify suitably qualified dispensing contractors, with the tender period set to commence from 1st September 2017.

This opportunity presents significant potential for businesses within the healthcare sector, particularly those with expertise in dispensing and managing catheter appliances. Smaller and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate, as the pilot is structured with a zero-value contract requiring no upfront investment. Interested providers can secure an appliance use review fee from NHS England, further enhancing the financial feasibility. This pilot project not only aims to improve patient care but also offers a chance for contractors to establish long-term relationships with a prominent health authority.

Notice Title

Request for Information - For a Two Year Pilot for The Provision of a Pilot Catheter Appliance Management Service on behalf of NHS Liverpool Clinical Commissioning Group

Notice Description

This is a Prior Information Notice (PIN) Call for Competition issued in accordance with the Public Contracts Regulations and is issued to give notice to the market that NHS Liverpool Clinical Commissioning Group (CCG) intends to issue invitations to confirm interest of suitably qualified and experienced dispensing contractors to provide a pilot for a Catheter Appliance Management Service. The pilot will include a centralised support service that will be responsible for all aspects of Catheter Appliance Management prescribing needs, overseen by specialist Nurse Clinicians who have an in depth understanding of Catheter Care as well as being qualified to authorise prescriptions. The pilot aims to improve patient care whilst reducing prescribing spend. This notice is a call for competition issued in accordance with the Public Contracts Regulations. Interested Providers must Express an Interest via EU-Supply to inform the contracting authority of their interest in the pilot. The pilot will be awarded without publication of a further call for competition. Procurement documents will be made available to interested Providers. Providers wishing to express an interest in participating in this process should register their interest on the EU Supply Website to access the supporting documentation. Those interested parties who have registered their interest at this future date, will only be invited to participate in a future tender evaluation. The proposal is to seek expressions of interest from Dispensing Contractors to run a pilot service with a zero value contract, thus no upfront investment by the CCG would be required. Dispensing Contractors can claim an appliance use review (AUR) fee from NHS England of PS28 per patient per year, or PS54 if conducted in the patient's home (to a maximum of 1 per 35 appliances dispensed). No other income will be generated from the service other than payment for normal service activity associated with dispensing appliances. To register on EU Supply please log on to the following website: https://nhssbs.eu-supply.com and look for tender reference number 27617. The RFI documentation should be completed and submitted by 5pm on 19th May 2017. Additional information: Main site or place of performance:
