This project will consider Highways England's approach to delivering schemes through its ring-fenced funds. In particular, it will assess how the company ensures that individual schemes represent value for money and contribute towards Highways England's wider Road Investment Strategy outcomes and strategic objectives. The project should also review how well these schemes meet the needs of road users and wider stakeholders. Additional information: Bidders are requested to upload their clarification questions and proposals on ORR's e-Tenering portal (joining instructions attached) no later that the dates/times set out in the ITT document. Under no circumstances should prospective bidders contact any member of ORR in relation to this ITT other than a member of the procurement team.
