Summary of the contracting process

Kier Transportation – CP7 NWC is seeking civil engineering and construction work for the Manchester International Airport Phase 2 overbridge. The project supports additional capacity at Manchester Airport station so longer trains can serve the airport while existing train services continue. The work covers construction and completion of the bridge structure and associated highway infrastructure: installing client-supplied precast bridge components; modifying the existing bridge cill; building reinforced-concrete decks, parapets, footpaths, pilasters and retaining walls; and installing bearings, fencing, signage, ducting, drainage, waterproofing and expansion joints. Highway works are included, but final road and footpath surfacing is excluded. The delivery location is Manchester Airport, in the North West of England.

The buyer invited offers for the works through a tender process. The submission deadline set was 30 October 2026 at 17:00 UTC. The planned contract period runs from 27 February to 1 July 2027. The estimated value is £500,000 to £1,000,000. The procurement is presented as a single requirement, with no separate lots described. Small and medium-sized businesses are identified as suitable to compete; voluntary and community organisations are not. No award criteria or assessment weighting is stated in the procurement details. The works are part of a wider Manchester-area programme to improve rail capacity and resilience, with the overbridge and highway infrastructure forming the specific construction package.

This opportunity is suited to civil engineering contractors with the capability to deliver bridge and highway infrastructure works, including reinforced-concrete construction, installation of precast bridge elements, bridge bearings, waterproofing and expansion joints, drainage, ducting and associated highway works. Suppliers need to coordinate work across structural, civils and highway elements, and to complete bridge components and connections using client-supplied precast materials. The package also includes brickwork, parapets, footpaths, fencing, signage and retaining-wall construction. The stated suitability for SMEs indicates that smaller contractors may be appropriate bidders, provided they can resource the range of activities and deliver the works as an integrated package. Final road and footpath surfacing is outside the scope, so surfacing specialists focused only on those activities may find the requirement less relevant.

Manchester International Airport Phase 2 - Overbridge Civils

Notice Description

The planned introduction of longer train services to the Airport in response to future demand growth will mean that double stacking arrangements of trains as currently used will no longer be viable. Through the project's Delivery Steering Group, Northern and TransPennine Express have carried out analysis which has identified that additional platform capacity is needed at the airport in order to realise the full benefit of longer train services serving the airport. The scheme is part of a package of proposed measures in the Manchester area that are being designed/planned to boost capacity and resilience, emanating from the Cross Manchester Capacity and Reliability Improvement Study. Improving the operation of train services in the centre of Manchester and providing further capacity at Manchester Airport station, aligns with the strategic aims of Network Rail, TfGM, TfN and the wider industry. This project in in Tranche 1 of the Manchester and North West Transformation Programme (MNTP): A remodelling of the station at Manchester Airport, specifically a platform addition or extension of multiple platforms, or provision of a new turnback facility, will be essential to accommodate the planned implementation of longer rolling stock services. The redevelopment of these platforms will enable permissive working of two 6x24m (144m) trains, in two of the four platforms at the Airport Station. This will allow for the unaltered retention of all existing TOC services both originating and terminating at the Airport Station under 'double-stacking' conditions. The works comprise the construction and completion of the bridge structure and associated highway infrastructure, including: * Installation of client-supplied precast bridge components, including cills, beams and side walls, together with associated shear key reinforcement and grout connections. * Modification of existing bridge cill. * Supply and installation of bridge bearing plates, including associated screed works. * Construction of pile caps/infill. * Placement of in-situ concrete shear key infill. * Construction of the reinforced concrete bridge deck slab. * Construction of reinforced concrete parapet walls. * Placement of in-situ concrete footpaths and fill areas. * Construction of pilasters, including reinforced concrete and brickwork elements. * Supply and installation of parapet and pilaster copings. * Construction of associated fencing, signage and PCC retaining wall. * Installation of associated ducting works. * Completion of highway works excluding final road surfacing. * Application of bridge waterproofing systems, installation of expansion joints, and completion of associated sealing and mastic works. * Construction of associated drainage works. Exclusions: Final road/footpath surfacing works are excluded from this scope.
