Notice Description

UWE Bristol runs several European Regional Development Funded (ERDF) projects. Each of these projects has an evaluation requirement known as Summative Assessment (SA). We are looking for an external consultant to undertake the SA on Network for Creative Entperise (NfCE) programme. NfCE ran from 1 Jan 2017 to 30 Sept 19. The contract for this programme was signed prior to SA guidance being issued and therefore does not have the standard 1% budget allocation (PS4,000 exc VAT has been set aside). NfCE was a collaboration led by Watershed and UWE Bristol, in partnership with The Guild co-working space in Bath, digital fabrication, design, and prototype micro-manufacturing hub Knowle West Media Centre: The Factory, and contemporary art venue, Spike Island. The programme was established to help freelance artists, creative practitioners, start-ups and SMEs in the West of England make a sustainable living from their creative ideas. The programme offered free workspace, skills development workshops, bespoke business support, small bursaries, one-to-one mentoring, showcasing opportunities and other resources to creatives looking to grow or start their business. Outputs The programme was closely supported by UWE Bristol's Creative Economy Unit (CEU), which sits within the Digital Cultures Research Centre (https://www.dcrc.org.uk/). A significant amount of research and evaluation has already been conducted, co-ordinated by the CEU, with the results due to be published as a report in Oct 2019. We would like to appoint an individual/organisation who can use the data that has been generated through continued evaluation to complete the SAof this project. ERDF guidance on SA can be found through the .gov website: https://www.gov.uk/government/publications/evaluation-of-the-european-regional-development-fund-2014-to-2020 (ERDF Summative Assessment Guidance and ERDF Summative Assessment Guidance appendices). As the contract for the project was signed prior to the guidance being issued, the project is expected to provide the following: 1. The logic model (already done) 2. The data monitoring template (completed quarterly) 3. The SA summary findings and report The final report template that you will be expected to complete can be found within the Guidance Appendices document. We would expect the final SA to be submitted w/c 16 Dec 2019. Applications Applications must demonstrate experience of ERDF Summative Assessment. Please submit details of your relevant experience and proposed project plan. We note that an exact plan is impossible to generate until we have shared data with you, however we expect to see a plan that assumes most of the information you require is available but with flexibility to undertake a small amount of research if required. Please also provide us with your proposed fee for delivery of the above contract. Please email to kathryn2.sensier@uwe.ac.uk no later than midnight on Thursday 31 October 2019.
