Notice Description

Manchester Metropolitan University has its own in-house Security Service which operates on a 24/7 365 day basis. The structure is based around four teams of eight staff for Manchester Campuses covering a 24/7 period and one team of eight staff for the Cheshire Campus who cover a 0700-1900 day shift only. This is likely to change in the near future to a structure that mirrors the Manchester model. It will likely comprise of four teams of two staff to cover a 24/7 period 365 days of the year. Whilst the majority of the security function is undertaken by in-house staff the University continues to have a number of campus sites requiring the provision of some contracted security services, ranging mainly around static manned guarding, mobile patrols, CCTV monitoring, security key holding and some inter-site cash escorts. Currently, the University fulfils their security requirements, via several security contractors. Through this tender process, we will consolidate all requirements under the appointment of one contractor. The contract will incorporate multiple arrangements to meet the requirements of the University campuses, in both Manchester and Cheshire, but covered by a single framework of guards. The successful contractor should provide an exemplary, visible security presence to help deliver in partnership with the University, a safe and secure environment for students, staff and visitors. The guards deployed onto this contract will be expected to assist in preventing and deterring incidents of crime or public order as well as the protection of University assets, in order to ensure the maintenance of a safe and secure environment across all the Manchester Metropolitan University estate. Some campus areas may require several guards, whilst others require only singular manned guards. Some locations require 24 hours a day, seven days a week cover, whilst others have varying requirements dependent on term-time/non-term time demands. Some guard roles will be working directly with the MMU in-house Security teams reporting to the Security Duty Manager. Additional guarding may also be required on an ad-hoc basis and sometimes at short notice; therefore, a great amount of flexibility will be required to meet with this identified need. A full specification of the University's requirements for this service is detailed in Section 2.1 - Requirements of Document 2.
