Summary of the contracting process

The United Kingdom Ministry of Defence (MoD), through its Land Combat Vehicles 1 Team, is launching the procurement process for a contract titled “7015643455 - CRARRV Brake Light Kits Procurement CF.” The aim is to develop and integrate brake light systems into the Challenger Armoured Repair and Recovery Vehicles (CRARRV), with the task awarded to Rheinmetall BAE Systems Land Limited (RBSL). The procurement falls under the category of electronic and electrical spare parts for military vehicles. Geographically, this involves operations in the South West region of the UK, spanning a contract period from 30th October 2025 to 29th October 2027. Currently active, the procurement is at the tender amendment stage, having been initially published on 18th September 2025, with the tender period closing on 29th September 2025. The procurement method utilized is a limited, negotiated procedure without prior publication, owing to technical reasons associated with the original equipment manufacturer.

This tender presents a significant opportunity for businesses that specialise in the manufacture and integration of electronic and electrical components tailored for military vehicles. Given RBSL's designation due to its unique technical capabilities and proprietary platform knowledge, businesses engaged in similar technical partnerships or those that supply related components could benefit from this development. While the procurement explicitly states the rationale for selecting the contractor based on technical specificity, there still remains a scope for subcontracting or collaborative ventures, particularly in supporting roles or future contracts of a similar nature. Although the tender is not open to small or voluntary, community, and social enterprises (SMEs or VCSEs), it underscores the MoD’s ongoing investments in upgrading and maintaining military capabilities, pointing towards future opportunities in related defence sectors.

Notice Description

The Land Combat Vehicles 1 Team, part of the United Kingdom Ministry of Defence (the MoD), intends to award a Challenger Armoured Repair and Recovery Vehicle ('CRARRV') Brake Light System Development contract to Rheinmetall BAE Systems Land Limited (RBSL) for modification of the CRARRV platform design to accommodate brake light systems, trials, and delivery of brake light systems for installation by MoD personnel. The contract will be for two years and have an estimated value of PS1,660,636.94, excluding VAT. As this procurement commenced prior to 24 February 2025, it continues to be regulated by the Defence and Security Public Contracts Regulations 2011 in accordance with regulation 3(c) of The Procurement Act 2023 (Commencement No 3 and Transitional and Saving Provisions) Regulations 2024. In accordance with Regulation 4 of the Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this contract falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the official Journal of the European Union is no longer appropriate. It is considered that the award of contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons. This is because RBSL is the original equipment manufacturer of the platform needing modification. RBSL is the only economic operator with the essential platform technical data and design familiarity to assure platform safety and continued capability effectiveness post adaptation.
