Contract Summary
Northumberland County Council are seeking proposals for a partner to operate the new facility in Ashington once it is constructed. It is expected that the operator (and possible partners or sub-contractors) will run and manage the new centre in line with the Council's and funder's expectations and requirements, which are broadly grouped around three themes: • Building Management and Programming • Training, skills and apprenticeships • Youth provision and activities Northumberland County Council has secured significant investment for delivery of an ambitious regeneration programme in Ashington. This includes funding from HM Government (MHCLG), North East Combined Authority (NECA) and the Council. This investment will drive forward demolition of vacant buildings on the Wansbeck Square site and enable construction of a new £14.6m community and cultural facility with improved public realm. Contract Summary
Northumberland County Council is currently preparing a Concession Contract tender pack which will be published via our online portal and advertised. The aim is to secure a long-term operating partner to undertake the running of the new community facility being designed for Wansbeck Square. The appointed operator will be offered an initial 5 year concession contract, subject to renewal by the council for two further terms of 5 years. The appointed operator will be responsible for meeting facility running and maintenance costs and providing a range of youth, training and cultural services for the local community and at nil cost to the council. The tender process is anticipated to commence in August 2024 with award of contract by October. Please refer to https://procontract.due-north.com DN731216 for the Market Engagement Questionnaire. The purpose of this market questionnaire is to provide potential contractors with an overview of the service requirements in advance of tendering the opportunity in August 2024, and to invite contractor views on the proposed service via a series of questions. The Contracting Authority will use the information received to help define the final scope and specification of the service.
