Summary of the contracting process

The Leeds City Council is seeking to implement a Discovery and Delivery Strategy for Automation, with a contract valued at £83,500. The project aims to review existing technologies and staff skills to identify gaps and propose solutions for more effective automation strategies. The procurement process is currently at the award stage, following the completion of the tender period, which ended on 10 December 2019. The contract, which includes local engagement in Yorkshire and the Humber, is set to commence on 6 January 2020 and conclude on 30 March 2020.

This tender presents significant opportunities for businesses specialising in IT services, particularly those involved in consulting, software development, and business management consultancy. Companies that provide automation solutions, technology consulting, or staff training and development services would be particularly well-suited to compete for this contract. As the council aims to establish a scalable and repeatable model for future projects, this initiative could serve as a stepping stone for businesses looking to expand their footprint in the public sector.

Notice Title

Discovery and Delivery Strategy for Automation

Notice Description

Review of the technologies currently available within the council for automation (either on premise toolsets or currently un-adopted cloud PaaS services) and review of staff skill sets. Identification of gaps in both to determine if further technology solutions are required and staff development needs. Make proposals for an effective and engaging delivery strategy for automation. Local engagement for 3 discoveries (detailed in "Problem to be solved "section below) with different service areas (each potentially utilising a different type / model of automation). Support and challenge the council in the development of an end to end model for working (Design Thinking, Lean Start Up, Agile and Dev Ops with a multi/inter disciplinary team delivering automated solutions that drive out efficiencies). The end model the council adopt should be repeatable and scalable for future teams to work in this way (not necessarily on automation tools). Additional information: LOT 2 - Discovery & Development
