Summary of the contracting process

The procurement process is led by Hartlepool Borough Council on behalf of multiple local councils, including Darlington, Middlesbrough, Stockton, Redcar & Cleveland, Newcastle, and Durham. The title of the project is "Energy Recovery Facility in the Tees Valley," which falls under the waste treatment industry category. Currently in the planning stage, the initiative aims to develop an Energy Recovery Facility capable of processing up to 450,000 tonnes of municipal residual waste annually. Key milestones include a market awareness day scheduled for 16th January 2020 in Middlesbrough, and the procurement timeline suggests the tender opportunity will be advertised no earlier than March 2020, with a contract award anticipated by September 2021.

This tender presents significant opportunities for businesses involved in waste management, construction, and energy services. Companies specialising in waste treatment facility construction or operation, as well as those with expertise in energy generation from waste, will find this project especially relevant. The expected growth in residual waste tonnage due to population growth in the Tees Valley further enhances the potential for providing services linked to this facility, making it an attractive opportunity for interested bidders.

Notice Title

Energy Recovery Facility in the Tees Valley

Notice Description

Hartlepool Borough Council are acting on behalf of Darlington BC, Middlesbrough BC, Stockton BC, Redcar & Cleveland BC, Newcastle City Council and Durham County Council. A pin has been issued to advise potential providers to prepare and plan for the forthcoming process and also to inform providers of a market awareness day to be held in Middlesbrough on the 16th January 2020. It is the Council's intentions to advertise a contract opportunity in the future for a development and operation of an Energy Recovery Facility (ERF) capable of treating up to 450,000 tonnes of municipal residual waste for year. It is expected the facility will generate electricity from waste and be capable of connection to heat off-take networks. By 2025, it is estimated that around 200,000tpa of residual waste will require treatment in the Tees Valley increasing to around 250,000tpa by 2050 as a result of housing and population growth. Additionally, recent Government policy is expected to widen the definition of municipal waste to include similar commercial and industrial waste, effectively increasing the tonnage of material requiring treatment. This provides the Councils with a commercial opportunity to attract additional waste and income from third parties, thereby offsetting the costs of treatment at the ERF facility. Additional waste of 200,000 tonnes per year may be contracted to the new facility by two further Councils in the North East as part of their waste disposal strategies. This would increase the target tonnage of the new ERF plant including third party waste to 450,000tpa. To assist bidders, the TVAs are in the process of applying for outline planning permission for a new build ERF on a brown-field site in Redcar capable of treating 450,000 tonnes of municipal waste per annum. The initial indicative procurement timetable is also provided below as a guideline: - Advertise Tender Opportunity OJEU, Contracts Finder & ProContract Portal no earlier than March 2020 Issue Stage 1 Selection Documentation no earlier than April 2020 Issue Stage 2 Tender Documentation no earlier than June 2020 Award Contract no earlier than September 2021 Please note: The Council does not require responses to this PIN and is not seeking formal expressions of interest. Any subsequent tendering process will be advertised to the open market. A Market awareness day will be held at Middlesbrough Football Club, Riverside Stadium, Middlesbrough, TS3 6RS on 16th January 2020. To register interest in attending this event please contact Stuart Little, Programme Manager, Tees Valley Authorities ERF Programme. stuart.little@local.gov.uk no later than 6th January 2020 Additional information: A Market awareness day will be held at Middlesbrough Football Club, Riverside Stadium, Middlesbrough, TS3 6RS on 16th January 2020.
