Summary of the contracting process

Charnwood Borough Council is initiating a tender for a new café facility at The Outwoods Country Park, located in the East Midlands region of the United Kingdom. This project falls under the industry category of cafeteria services, specifically aiming to enhance the visitor experience as part of the council’s broader vision for the site. The engagement process will conclude on 7th September 2020, and tenders are scheduled to be published in October 2020, with an anticipated opening date for submissions set for Easter 2021.

This tender presents substantial opportunities for businesses looking to expand their catering operations. Given the success of previous temporary food services and the high visitor numbers to the area, firms that specialise in café management, catering services, or event hospitality are particularly well-suited to compete for this contract. The council encourages expressions of interest from both small and medium-sized enterprises as well as voluntary and community sector enterprises, making this an inclusive opportunity for a diverse range of businesses.

Notice Title

EOI - Cafe facility at The Outwoods Country Park, LE11 3YG - New venture

Notice Description

Charnwood Borough Council are seeking to gauge interest in an exiting opportunity to provide catering facilities at The Outwoods Country park. as part of Charnwood Borough Councils vision of providing a comprehensive high quality visitor offer at the site, which is a gateway site for the National Forest and one of the key visitor hub sites within the Charnwood Forest Regional Park We are looking for an operator to manage the operation of a new Cafe facility to be constructed in the coming months by renovating and extending the existing cottage on site. In a 2018 visitor survey, over 90% of respondents expressed an interest in some catering facilities with the majority focused around snacks, sandwiches and light meals. A temporary facility serving from a converted Double decker bus proved highly popular and it is with that knowledge, that the council is now seeking to upgrade and expand the level of service provided. It will be for the operator to develop their own business model and with over 1.4 million people living within half an hour's drive of Charnwood Forest plus the staging of special events (a recent sculpture trail attracted over 16,000 people walking the trail during a six week period) this opportunity offers a lot of potential. The purpose of this soft market testing is to engage with the market to determine the level of interest in this venture and obtain market-led feed-back so as we can set out our tender strategy and specification that provides the best solution for both parties. Tenders will be issued during October 2020 and the opening is scheduled for Easter 2021 To respond to this Expression of Interest (EOI), please visit: https://www.delta-esourcing.com/respond/EU3ZN3KGC7 Your response must be completed and submitted electronically via the Delta eSourcing Response Manager by the deadline of the 07/09/2020 at 12:00 Noon.
