Summary of the contracting process

The Ministry of Defence procured maritime spares for Royal Naval platforms, supporting the Royal Navy’s power, propulsion and auxiliary systems. The requirement covered SPA694 within a wider framework for systems spares, with call-off competitions used to meet particular requirements. This is a goods procurement for warship parts and associated equipment (CPV 35500000). Delivery may be required across the United Kingdom, British Overseas Territories, the Channel Islands, the Isle of Man, Europe and the rest of the world. The requirement is managed by the Ministry of Defence’s Power, Propulsion and Auxiliaries team within Defence Equipment Support, which provides global support to the Royal Navy.

The procurement is complete and was awarded through a selective call-off competition from a framework agreement established under the Defence and Security Public Contracts Regulations 2011. The framework uses mini-competitions during its life; 23 suppliers received call-off contracts. This SPA694 award was made to Ocean Safety Ltd on 22 July 2026, for the period from 22 July 2026 to 22 January 2028. The award record gives a value of £0, while the procurement description says the call-off price is withheld because of commercial sensitivities and the continuing competitive nature of the framework. The tender submission deadline was 10 July 2026. The procurement was identified as suitable for SMEs and voluntary, community and social enterprises.

This award shows continuing Ministry of Defence demand for maritime and naval-platform spares through a structured framework and repeated mini-competitions. A credible future competitor would need to supply systems spares for Royal Navy vessels and support power, propulsion or auxiliary equipment, with the operational capacity to serve requirements across the UK and overseas locations. Suppliers should be able to participate in framework call-off competitions and respond to individual SPA694-type requirements rather than relying only on a single large delivery. The selected supplier, Ocean Safety Ltd, is recorded as an SME, indicating that specialist smaller businesses can compete for this type of requirement. Relevant capability includes dependable sourcing, technical understanding of warship parts, defence-sector compliance and the logistics needed for global naval support.
