Summary of the contracting process

Tees Valley Combined Authority procured early contractor involvement and potential construction delivery for Middlesbrough active travel schemes under its sustainable transport programme. Lot 2 covers Green Lane and Stainton Way. The initial work is to develop the schemes, including detailed design support, buildability advice, cost input, risk mitigation and programme optimisation; construction would follow only if the early involvement phase is completed successfully, target costs are agreed and approvals are secured. The procurement covers highway engineering and road construction in Middlesbrough. The Authority intends to use the appointed contractor for both stages, with construction delivered under an NEC4 Engineering and Construction Contract.

The procurement has been awarded: CR Reynolds Limited was selected following a further competition under the NEPO 211 civil engineering and infrastructure works framework. The award date was 7 September 2026. The published award value is £500,000, representing the maximum early contractor involvement phase only; construction value and the schemes proceeding to delivery depend on the outcomes of that phase and required approvals. The contract period runs from 1 October 2026 to 28 February 2027. The procurement was divided into two lots, and this award concerns the two Middlesbrough schemes in Lot 2. Evaluation used early contractor involvement rates against notional hours and a percentage fee for the delivery phase. Actual early involvement expenditure may vary with scheme development requirements.

For firms targeting future active travel work for Tees Valley Combined Authority, this award shows demand for a contractor able to combine highway scheme development with potential construction delivery. Credible competitors would need to provide detailed design support, practical buildability advice, cost planning, risk mitigation and programme optimisation, as well as the capacity to take schemes through to road construction if approvals and target costs are secured. The procurement route was a further competition through a civil engineering and infrastructure works framework, so relevant framework access and experience competing through call-off processes are commercially important. Evaluation rewarded competitive early involvement rates and a delivery-phase percentage fee; suppliers need to price both the advisory input and the potential construction role coherently. The appointed supplier is an SME, though the procurement was marked unsuitable for SMEs and voluntary, community or social enterprises.

The value of the construction phase, and the schemes being taken forward cannot be determined until completion of the ECI activities. Subject to the Authority proceeding to the delivery phase, a subsequent notice will be published following execution of the NEC4 delivery contracts to reflect the value of the construction works. This notice relates to Lot 2 of the procurement, a separate contract award notice is published for Lot 1 of the procurement.
