Summary of the contracting process

The Sheffield City Council is currently in the planning stage of a tender titled "Soft Market Test for Provision of Abandoned Site Waste Clearance and Removal Service." This initiative aims to address the clearing of two abandoned waste transfer sites located at the junction of Cricket Inn Road and Manor Lane, Yorkshire and the Humber, United Kingdom. The engagement end date for suppliers to express their interest is set for 25th February 2019. The estimated budget for this procurement process ranges from £200,000 to £500,000, with a strong emphasis on site preparation work and waste management services.

This tender presents significant opportunities for businesses in the waste management and environmental services sectors, particularly those capable of managing large-scale waste clearance and remediation projects. Companies with expertise in non-hazardous waste treatment, waste transfer operations, and site reclamation will find this tender particularly relevant. The Council is seeking to engage suppliers to discuss potential solutions and pricing, making it an ideal opportunity for qualified firms to showcase their capabilities and potentially secure a contract that could enhance their business portfolio.

Notice Title

Soft Market Test for Provision of Abandoned Site Waste Clearance and Removal Service

Notice Description

There are currently two (2) old waste transfer sites based at the junction of Cricket Inn Road and Manor Lane, with one (1) of the sites backing on to the Sheffield Parkway. The former operator held 2 environmental permits which were issued by the Environment Agency. (Permit/site 1 issued 19/10/2001 reference number 65207; permit/site 2 issued 03/07/2008 reference number 100401) The sites have now been abandoned by the former operator and are in a poor condition, needing attention to avoid ongoing issues. It is estimated that there are approximately ten (10) to fifteen (15) thousand tonnes of mixed waste and thirty-five (35) to sixty (60) thousand tonnes of soil/rubble across both sites. Sheffield City Council (The Council) wishes to look at the possibility of clearing Site 1, whose permit was issued to allow mixed waste to be deposited and processed. This site is of most concern due to the nature of condition, waste over and above the permit limits and location close to a major trunk road in to Sheffield. The Council wishes to engage with suppliers and identify the best possible route to undertake the clearance, whether there is appetite in the market place and what the indicative price would be.
