Summary of the contracting process

Chemonics International, Inc., managing procurement for the Partnership Fund for a Resilient Ukraine Phase 2 programme, is seeking a supplier of agricultural and warehouse machinery, including trailed and mounted equipment. This is a goods procurement focused on supplying equipment for the programme’s project activities in Ukraine. The stated agricultural machinery category indicates the broad market; the tender title also includes warehouse machinery and equipment. Suppliers should assess the detailed requirements in the terms of reference and schedules to establish which equipment is required and whether they can provide it.

The buyer invited offers through an open procedure. The tender set 7 October 2026 at 18:00 Kyiv time as the deadline for questions and 15 October 2026 at 15:00 Kyiv time for proposal submission. The contract period is 16 November 2026 to 17 November 2027. The stated estimated value is £1. Suppliers must submit price proposals in Ukrainian or English, communicate in writing by email, complete the specified forms and provide country-compliant registration documents. Payments are to exclude VAT, as the programme is exempt from taxes, fees and VAT in the partner country. Small and medium-sized enterprises are identified as suitable. The tender information gives no evaluation basis or lot structure.

This opportunity may suit equipment manufacturers, agricultural machinery dealers and suppliers able to source and deliver agricultural and warehouse machinery, including trailed and mounted equipment, to Ukraine. The buyer identifies the opportunity as suitable for small and medium-sized enterprises, making it relevant beyond large contractors. Bidders need to be able to prepare a compliant proposal in Ukrainian or English, complete the required Excel and signed PDF documents, and provide registration papers that comply with the laws of their country. The requirement also calls for clear written tender communications and a price proposal on an ex-VAT basis. The tender describes no specific machinery brands, technical standards, accreditations, minimum capacity or prior experience requirements; suppliers should check the terms of reference for the equipment specification before assessing fit.
