Summary of the contracting process

Cornwall Council is initiating a procurement process for "Emergency care and support placements for children and young people with complex needs." This project falls under the health and social work services category and is located in the South West of the United Kingdom. The current stage of the procurement is planning, with a key milestone for market engagement set for 5th October 2021. The Council aims to gather information and understand interest levels in providing specialist placements for approximately 8-10 children and young people annually. Interested providers must register on the Due-North system and submit required information by 12 noon on 15th July 2021, prior to a market engagement event scheduled for 22nd July 2021.

This tender presents a significant opportunity for growth, particularly for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that can provide tailored health and social care solutions. Providers with expertise in accommodating and caring for children and young individuals with complex needs are encouraged to participate. Engaging in this early market test can position businesses to be part of future procurement activities by Cornwall Council, enabling them to contribute to essential services and expand their market reach within the South West region.

Notice Title

Emergency care and support placements for children and young people with complex needs

Notice Description

Cornwall Council (the Council) is conducting soft market engagement activities to gain an understanding of the potential level of interest for the provision of emergency care and support placements for children and young people with complex needs. The Council are looking for care and placement providers (which might include accommodation) who can meet the complex needs of a small number (approximately 8-10 per year) of Cornish children and young people and would like to develop a framework of specialist providers from the South West who will be able to meet this need. The soft market test and market engagement event are an information gathering exercise and it is intended that any responses will be used by the Council to develop a business proposal. Any such proposal would be subject to the development and approval of a business case, and, as such, this exercise implies no commercial commitment and is not a formal tender document. Participation in this soft market test will not prejudice providers participating in any future procurement for the services in this document or any other services. If you are interested in this area of service provision and helping with the Council's soft market test you are invited to: * Register on the Council's Due-North system https://www.supplyingthesouthwest.org.uk and express an interest in this project. * Complete the "Information Required" section of the soft market test document and return it to the Council using the Due North system by the 12 noon on the 15th July 2021. * Complete the "Information Required" section of the market engagement event by the 12 noon on the 15th July 2021 to confirm your attendance at the Council's market engagement event to be held on Microsoft teams on Thursday 22nd July 2021 between 3pm and 5pm.
