Summary of the contracting process

The Money and Pensions Service (MaPS) bought digital delivery and testing support for its Pensions Dashboards Programme. The work covered producing an overarching digital delivery plan, reviewing and improving the programme’s test strategy, setting up organisational and reporting structures, defining testing objectives with existing teams, and coordinating testing resources and activities. The supplier was also required to work with MaPS staff, stakeholders and delivery partners to assure digital delivery. Additional specialist support was added for programme delivery, architecture, testing and delivery management, including work to help the programme move towards a sustainable business-as-usual operating model. This is a digital and computer-related services requirement. Delivery is for the UK programme; the procurement identifies the United Kingdom as the delivery location.

The procurement is complete and the contract was awarded to Smartsourcing Limited. The award date was 22 October 2025, and the contract runs from 27 October 2025 to 31 December 2026. Its total value, following a contract modification, is £1,040,400; the original contract value was £700,000. The modification added services needed during delivery, without changing the contract term. MaPS used a selective call-off from the G-Cloud 14 framework, following shortlisting and evaluation. The original tender deadline was 10 September 2025. The procurement was identified as suitable for SMEs. The source describes the requirement and an evaluation process but does not give the award criteria or specific eligibility thresholds.

For suppliers who did not win, this contract demonstrates MaPS’s demand for coordinated digital programme delivery and testing support for the Pensions Dashboards Programme, including specialist input across architecture, testing and delivery management. A credible competitor would need to integrate effectively with existing delivery and testing teams, set clear workstream testing objectives, coordinate multiple resources and activities, and provide transparent reporting and delivery assurance. Experience producing programme-level digital plans and revising test strategies would also be relevant, alongside the ability to work with internal teams, stakeholders and delivery partners. The contract was awarded through a framework call-off after shortlisting and evaluation, so suppliers seeking comparable work would need a route onto an appropriate framework and to compete effectively at its selection stage. The procurement was considered suitable for SMEs.
