Notice Description

The Council is seeking to procure a maintenance and cash collection service for its current pay-and-display machines (PDMs). Currently, the Council has 751 pay-and-display machines in operation. 729 of the machines are Metric Assent PDMs. The Council has published a Prior Information Notice to alert the market to this contract opportunity and to invite expressions of interest from suppliers who wish to be given the opportunity to participate in the Council's soft market testing exercise. It therefore wants to hear from any supplier who believes that they can provide service and maintenance to these machines as well as cash collection services. It is likely that the Transfer of Undertakings (Protection of Employment) (TUPE) Regulations will apply if there is a change of service provider. It will be the incoming contractor's responsibility to ascertain the legal position with respect to TUPE. The Council will contact all parties that express interest and give them the opportunity to explain their proposals and seek further information. In the event that no alternative providers come forward or are suitable, the Council will enter into direct negotiations under Reg. 32(2)(a) in order to conclude a contract. The PDMs are constantly monitored through manual and automated routines. To ensure the best possible service to visitors these machines are maintained to a high standard. The Council expects that 99.5% of the PDMs are fully functional during controlled hours. Currently PDMs operate under two distinct communication methods. Namely: 1. BT 2. GSM The Metric Accent machines are approximately 20 years old and are no longer manufactured. There is no intention to replace the fleet of PDMs in the foreseeable future. It is anticipated that parts from any machines removed from on-street will be used to service the remaining machines. However, RBKC is introducing a borough-wide pay-by-phone parking service in December 2016 Additional information: The deadline for expressions of interest is noon on 10 February 2017
