Summary of the contracting process

East Midlands Combined Authority is seeking one supplier to design and install the Team East Midlands pavilion at UKREiiF, the UK’s real estate investment and infrastructure forum. The work covers the full delivery process, from developing the design concept through project governance and management to on-site installation and delivery. The pavilion will represent the East Midlands, which comprises Derbyshire, Nottinghamshire, Derby and Nottingham. This is event design and installation work, classified as event services (CPV 79952000), and is categorised as works. The authority’s stated regional priorities include economic growth, transport, housing, skills and adult education, green growth and the visitor economy. The commission is for the pavilion at the three-day UKREiiF event.

The buyer invited offers through an open, below-threshold procedure, with the contract intended for a single provider covering the full scope. The tender submission deadline was 6 November 2026 at 11:00 UTC. The contract is scheduled to run from 4 January to 4 June 2027, with no extension option. Its maximum total value is £130,000. The procurement is not divided into lots. Small and medium-sized enterprises are identified as suitable. The award criteria are set out in the tender documentation; the published process information does not give their weighting or scoring basis. Bidders are expected to submit the required attachments through the e-procurement portal, as directed in the invitation to tender.

This opportunity suits event design, exhibition and installation businesses able to deliver a complete pavilion commission rather than a discrete standalone service. Suppliers will need to combine creative concept development with project governance and management, then carry the design through to practical on-site delivery. The single-provider arrangement makes integrated planning and control across the whole scope important. The buyer allows the provider to use subcontractors where needed to meet the requirements, which may help suppliers assemble specialist design, fabrication, technical or installation capabilities. SMEs are explicitly considered suitable. The work is focused on representing the East Midlands at a major real-estate and infrastructure forum, so relevant experience delivering event pavilions or comparable exhibition environments would be commercially pertinent; no specific accreditation or minimum experience threshold is stated in the process information.
