Notice Description

The council is looking to commission an experienced consultant to act as project manager to lead its programme of delivery of stalled development sites. There are a number of stalled sites in private ownership where the council intends to play an enabling role to overcome obstacles to development. Some of these sites have planning permission, others do not. Land assembly, dealing with infrastructure constraints and site viability will be required. Negotiation with land owners and prospective developers is needed to find solutions. The council may be willing to use its compulsory purchase powers as a last resort or play a role in development through a joint venture arrangement. External sources of funding which may help with viability or site abnormals will need to be explored by the consultant
