Summary of the contracting process

Tees Valley Combined Authority commissioned early contractor involvement and planned construction delivery for active travel schemes in Middlesbrough and Redcar. Lot 1 covers the Nunthorpe to Guisborough route and town-centre schemes in Saltburn and Marske. The work combines highways and roads construction with highways engineering services. The appointed contractor’s pre-construction role includes supporting detailed design, advising on buildability, providing cost input, mitigating risk and optimising the programme. If the schemes pass the required development and approval stages, the same contractor is intended to carry out the construction and delivery work. The schemes form part of the City Region Sustainable Transport Settlement programme. Work is located in the Tees Valley, in the North East of England.

The procurement is complete and Lot 1 was awarded to CR Reynolds Limited. The award was made on 7 September 2026. The contract period runs from 1 October 2026 to 28 February 2027. The published award value is £500,000, covering the maximum value of the early contractor involvement phase only; the construction phase value and schemes proceeding to construction depend on the outcome of that work and the required approvals. The procurement used a further competition under the NEPO 211 Civil Engineering and Infrastructure Works Framework. It was divided into two lots, with this award covering Middlesbrough and Redcar. Bidders were assessed on early contractor involvement rates using notional hours and a percentage fee for the delivery phase.

This award demonstrates demand from Tees Valley Combined Authority for a supplier able to combine highways engineering input with delivery of active travel infrastructure. To be credible for a similar requirement, a competitor would need to support scheme development from detailed design through construction planning, offering practical buildability advice, cost control, risk management and programme optimisation. The delivery model favours a contractor able to work collaboratively during pre-construction and then take responsibility for construction if the schemes proceed and approvals are secured. Competition was run through an established civil engineering and infrastructure works framework, so suppliers would need access to the relevant framework route. The authority’s SME-unsuitable assessment indicates that firms should be prepared to demonstrate capacity for a portfolio of schemes across Middlesbrough and Redcar, rather than a single small local intervention.
