Suffolk County Council & partner public sector organisations (Local Authorities & NHS CCGs & Acute Hospitals)are intending to procure a single pan-public sector Wide Area Network (WAN) to replace existing WANs, and to meet their collective current and future communications requirements. The contract value is expected to be inthe range 20,000,000 to 50,000,000 GBP. It is not the Council's intention to break this requirement into lots. The Council wishes to consult with PotentialProviders with the necessary capacity to deliver a Wide Area Network at the required scale. A marketengagement event will be held on 23.11.2017 at East Suffolk House, Station Road, Melton, Woodbridge,Suffolk, IP12 1RT starting at 11am. By aggregating demand among the public sector partners, the aim is to secure the benefits of economies-of-scale. As well as providing connectivity between the 700+ sites on the WAN, the network needs to provide peering to a number of cloud-based services used by the public sector organisations. In addition, the aim is to leverage the public sector investment in a WAN to meet public sector communications requirements, to leverage further private sector investment to extend the reach of fibre infrastructure in the area to the benefit of the wider Suffolk economy, as envisaged by the Government's Local Full Fibre Networks (LFFN) Programme. The Council envisages the provision of both managed WAN services and infrastructure, with around a 5 - 7 year renewal term for managed WAN services and around a 15 - 20 year renewal term for infrastructure. The Council will engage in a competitive dialogue process with qualified Potential Providers to refine the detail of the final competitive tender. Potential providers will be required to register on the Suffolk County Councils e-tendering portal at www.suffolksourcing.uk to access tender documents when issued.
