Summary of the contracting process

DEFENCE EQUIPMENT & SUPPORT has awarded a contract for the procurement of Protected and Modified Civilian Profile Vehicles (PaMCPV) under a framework agreement. The tender falls under the estate and saloon cars category (CPV: 34111000) with additional classifications for 4-wheel-drive vehicles, minibuses, and other motor vehicles. Located in the United Kingdom, this contract was part of a restricted procedure above threshold within the goods category. Initially started on 1st October 2025, it will run until 30th September 2030. The process has reached the award stage as of 6th November 2025, with a total contract value estimated at £76,000,000. This procurement aims to accommodate DEFENCE EQUIPMENT & SUPPORT's requirements for protected mobility vehicles that offer both protection and discretion, adaptable for both UK and global operations.

The procurement presents significant business growth opportunities, particularly for enterprises capable of providing modified civilian vehicles that integrate mission systems such as Electronic Counter Measures and communication systems. Companies with expertise in vehicle protection modifications, including integration of blast and ballistic protection, will find this contract beneficial. SMEs are particularly encouraged to participate, signaling an inclusive procurement approach. With several suppliers including both large-scale enterprises like Babcock Land Defence Limited and SMEs like MARTIN WILLIAMS (HULL) LIMITED already engaged, suitable businesses can leverage this contract for market expansion. This framework's selective procurement method ensures that qualified suppliers who meet specific requirements are awarded the contract, presenting a stable investment opportunity for the selected vendors over the upcoming five years.

Notice Title

*FOR TRANSPARENCY PURPOSES ONLY* Protected and Modified Civilian Profile Vehicles (PaMCPV) Procurement Framework Agreement Contract Award Notice

Notice Description

*FOR TRANSPARENCY PURPOSES ONLY* Further details of the original opportunity can be found at: https://www.find-tender.service.gov.uk/Notice/003740-2025 The MOD requires protected mobility vehicles for many of its tasks. This requirement is often met by bespoke overt military profile vehicles. However, there are situations where this is unsuitable due to the profile or nature of the task. Therefore, the MOD requires Protected and Modified Civilian Profile Vehicles (PaMCPV) to provide protected and discreet mobility. A Protected and Modified Civilian Profile Vehicle (PaMCPV) at its simplest level is defined as a commercial off the shelf (COTS) vehicle that has been modified to provide a degree of protection and have the potential to integrate mission systems. One of example of this would be a Civilian Armoured Vehicle (CAV). PaMCPV could include cars, 4x4, small vans or minibuses, and would provide discreet protected mobility on operations across the globe and in the UK. The specific requirements will be defined at each call-off stage. Examples of potential modifications include but not limited to: - Integrated blast and ballistic protection. The protection levels and coverage will be defined at each call off stage. - The integration of specified mission systems. This could include Electronic Counter Measures (ECM), communication systems, weapon mounts. - Modifying the base vehicle to meet mobility performance and capacity requirements of individual call-offs. The enduring in-service support for the PaMCPV procurement Framework Agreement will be out of the scope of this contract.
