Viability Data Platform - Concept Development Consultancy Services
Notice Description
Viability assessments are significant battleground between developers and local planning authorities, with lawyers and consultants expensively mediating. At the heart of viability assessments is data. Data about the costs of development and the likely receipts from development. The Caatpult proposed developing a 'viability platform' which can be accessed by both public and private sector should reduce the time and friction involved in the planning and negotiation process, as well as bringing greater transparency to the development industry. We are seeking concepts for systems or platforms that will aim to make better use of the data already available as part of viability appraisals, as well as potentially automating elements of the process of producing viability assessments. The Service requirements include: Assessment of data sources - including but not limited to - what are the main datasets used to build viability assessments, in what format are they held, who holds them, can they be automatically collected via an API, what do they cost to acquire (single case - mass purchase) Assessment of rules and methodologies - including but not limited to - what rules and methodologies govern the viability assessment; what are the main economic and statistical modelling/forecasting approaches applied to the data. Concept Development - Using (but not limited by) the above spectrum of use cases, outline the technical feasibility, user desirability and economic viability of building a viability data platform to meet the needs of developers, planning authorities and citizens. This phase should develop a small number of concepts, from which the client will select one preferred concept. Preferred concept specification - For the preferred concept, develop an outline technical specification and business case, including estimated build cost, compliance costs (ie cost of change from Business as Usual).
