Summary of the contracting process

The Birmingham City Council is currently engaging in a soft market testing exercise titled "On-premise Backup Solution Soft Market Testing Exercise". This procurement falls under the IT software category, specifically focusing on backup software solutions. The planning stage is underway, with key activities set to conclude with an engagement end date of 17th May 2021. Interested parties are encouraged to submit their responses via the specified In-Tend portal by the aforementioned deadline, as the council reviews its backup capabilities in light of increasing risks from ransomware attacks and the integration of new technologies.

This tender presents significant opportunities for IT service providers, particularly those specialising in backup and recovery software, system integration for hybrid cloud environments, and data security. Businesses with expertise in providing solutions that ensure compatibility with various platforms, including Nutanix and IBM systems, as well as offering innovative backup features such as immutable backups and selective data recovery, would be particularly well-suited to compete. Participation may also benefit SMEs in the IT sector looking to expand their market presence in public sector procurement.

Notice Title

On-premise Backup Solution Soft Market Testing Exercise

Notice Description

The Council has carried out a review of its enterprise backup capabilities and strengths with regards to operational and recovery effectiveness. It is recognised that ransomware attacks on Public Sector organisations are increasing and that BCC needs to further strengthen its backup and recovery architecture to further reduce such risks in line with best practice UK NCSC guidance. BCC has recently deployed Nutanix Hyperconverged technology into its new commercially hosted data centres, along with a Microsoft Azure Landing Zone to create a Hybrid Cloud capability. This platform is the primary compute solution for the council, running alongside legacy platforms including UNIX, AIX and VMware hosted on a range of hardware including IBM PSeries. The legacy platforms are expected to remain in place for the next 18-24months while existing projects complete. As such, any refreshed Back Up solution must also cater for the legacy platforms which include SAP. We are seeking input from the market to gauge the level of interest in providing solutions that will support the council's future on-premise enterprise backup solution. It is essential that the solution can provide: * Full integration with Nutanix AHV * Full integration with Legacy Platforms (IBM PSeries / AIX) * Immutable / offline backups * Selective and full recovery of systems / data from backups This exercise will provide the council with an insight into how potential providers solutions contribute to these goals and the level of interest. The council is also requesting an itemised itinerary of the components of the solutions being proposed so that it can be informed on the combined costs of the solutions that are on offer from the market. Please read the document and if you feel that your organisation is able to contribute to this soft market sounding exercise please complete the requirements questionnaire, along with a solution overview and itemised price list and submit it via the In-Tend portal https://in-tendhost.co.uk/birminghamcc by 5:00pm on the 17th May 2021. Registration on In-Tend is free. The system is secure and access to the clarifications will only be made available to those employees of the Council, and/or their authorised advisers in respect of this soft market sounding request. If you are unable to register with In-Tend please either email us at cps@birmingham.gov.uk or call 0121 464 8000.
