Notice Description

The following is a Prior Information Notice (PIN) only and is being placed to alert providers to a potential future procurement exercise. Any values and timescales stated within this PIN are for guideline purposes only and should not be taken as a guarantee. NHS East Berkshire Clinical Commissioning Group (EBCCG) is seeking expressions of interest from suitably qualified providers for a potential opportunity for the provision of a new Primary Medical (GP) Service in Bracknell. The outcome of this PIN will inform the procurement options to secure a service provider for the new population where housing growth and development has identified a significant increase in the patient population. The service will build on existing best practice, and focus on a community and health and social care approach. The clinical services will be delivered in an environment that provides patient care of a standard consistent with that of similar services provided elsewhere within east Berkshire. The annual contract value will be based on the global sum equivalent value for 2019/20 (as stipulated in the NHS GMS statement of financial entitlements) and would be reflective of the actual population list size through the planned housing development. The projected population for this area is as follows (taken from the Bracknell Forest Council local Development Plan Strategic Sites Allocation 2017): Table 1: Anticipated Housing Growth: 5,271 dwellings to be built between 2019 and 2034. Format: Year, Additional patients (based on 2.24 patients per dwelling), Additional patients (based on 2.4 patients per dwelling) 2019-2024 2,708 2,902 2025-2030 7,453 7,985 2031-2034 1,646 1,764 Total 11,807 12,651 upto 2036* 2,688 2,880 2036 & beyond* 6,272 6,720 Total 20,767 22,251 *Warfield phase 3: *If Warfield phase 3 takes effect, this will increase the planned population by a further 4,000 dwellings (1,200 up to 2036 and 2,800 2036 and beyond). This is likely to be a gradual population growth due to the continuing housing development. The annual contract value will change depending on the number of patients registered for the new service. The value listed also excludes additional income that can be earned via direct enhanced services, quality and outcomes framework and CCG-commissioned local incentives. The successful provider is expected to be fully operational, providing services from the Blue Mountain Community Health and Wellbeing Centre, Binfield, Bracknell, Berkshire on completion of the development in 2021/2022. Limited additional support may be available to providers where needed to assist with mobilisation.
