Notice Description

Manchester City Council (MCC) currently operates a City Centre wide Free-Standing Unit (FSU) contract for the provision of FSU structures on MCC controlled public highway incorporating advertising display panels within Manchester city centre. MCC is now seeking a new arrangement with an innovative media owner to modernise the provision of the FSU structures, through a rationalisation and digitisation programme. Full details of the requirement can be found in the Services Specification contained within the invitation to tender documents which can be downloaded from the City Council's electronic tendering portal known as 'The Chest' at www.the-chest.org.uk Additional information: This is a competitive procedure with negotiation process and any interested party may tender. Invitations to Tender (ITT) will be issued to the top 4 highest scoring submission at the Request to Participate (RtP) who have also met all other criteria following evaluation of supporting evidence: The contract will be awarded for an initial term of 10 years commencing 01/01/2021, with an option to extend for up to an additional 5 years. The contract will be a service concession contract pursuant to the Concession Contracts Regulations 2016 and Directive 2014/23/EU of the European Parliament and of the Council. The indicative value over the maximum term for each lot is based upon the estimated annual turnover of the operator. The contracting authority expressly reserves the right not to award any contract as a result of the procurement process commenced by publication of this contract. In no circumstances will the contracting authority be liable for any costs incurred by the candidate and any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of potential suppliers. The Council is using the e-business portal known as The Chest www.the-chest.org.uk to conduct the procurement exercise. To gain access to the invitation to tender documents, tenderers will need to register their company details at the above website. Once registered, tenderers will be emailed a log-in and password which will allow them to gain access to the invitation to tender documents. Tenderers will need to electronically submit their completed tender documents and accompanying documentation via the Chest on-line portal by 11:00am on Monday the 13/04/2020. Any supplier questions queries will also need to be submitted via The Chest website.
