Summary of the contracting process

Kier Transportation Limited is seeking a civil engineering contractor for an access road and associated civil works at the Skirsgill depot, on Schemes 1 and 2 of the A66 Northern Trans-Pennine project. The work includes earthworks, drainage, ducting and kerbing, with access road construction as a central requirement. The wider A66 scheme will upgrade single-carriageway sections of the route between the M6 and A1 to dual carriageway and improve key junctions; this package is specifically for depot access and related site works. Delivery is in North West England. The buyer is working on the wider A66 project alongside Balfour Beatty and Keltbray.

The buyer invited offers through an open procedure. The stated tender deadline was 6 November 2026 at 17:00. The planned contract period runs from 1 March to 24 June 2027. The estimated contract value is £50,000. The scope is presented as one package, with no separate lots described. The stated evaluation basis is the Build UK Common Assessment Criteria, which the buyer will use to establish a consistent minimum level of business competence. Suppliers interested in bidding were asked to provide a company portfolio, relevant experience and references for further evaluation. The procurement is for works rather than a supply-only contract, and the buyer’s description calls for an experienced and qualified civil contractor.

This package is suited to civil engineering contractors able to deliver small-scale access infrastructure and associated site civils. Relevant capability includes constructing access roads and carrying out earthworks, drainage, ducting and kerbing. Suppliers should be able to demonstrate comparable project experience through a portfolio and references, and meet the minimum business competence assessed against the Build UK Common Assessment Criteria. The buyer explicitly seeks an experienced and qualified contractor, so firms with evidence of delivering coordinated civil works at a depot or construction site are well placed to show fit. The stated suitability assessment excludes SMEs and voluntary, community and social enterprises, making this a poor fit for those business types. The works form part of a larger road upgrade delivered with major contractors, so suppliers able to work within a major-project delivery environment may find the package relevant.
