Notice Description

Luton Borough Council is working on behalf of Flitwick Town Council who propose to refurbish the property at 3 Station Road, Flitwick, Bedford MK45 1JS, providing a new restaurant in the two-storey part of the property (and the basement) and a retail store with a post office in the single storey part of the building. The existing building is a freehold commercial property with accommodation over three floors. Originally constructed in the late 1960s - early 1970s, the property was later extended in the 1980s with a single storey side extension. Barclays bank operated the site from the 1970s until early in 2023 when the bank was closed as part of a wider programme of closure by Barclays Bank across its estate. The building was purchased by Flitwick Town Council (FTC) in 2021. The council intends to maintain the freehold interest and lease out the building as two units to individual tenants. The building is in a good condition having only been vacated relatively recently and fronts a space beyond the town's listed war memorial, which is seen as an important community asset for the town. A roof replacement project has been commissioned and the works will be completed under a separate contract prior to awarding the refurbishment works. A certificate of lawfulness has been granted for the change of use, planning reference CB/24/01388/LDCP. A full Planning Application for the proposed works has been submitted. The Client seeks to appoint a main contractor to develop the project to a RIBA 5 design and Stage 5 Construction. The supplier shall act as a Main Contractor responsible for the construction of all units, associated external works, and statutory services/connections, operating under a JCT Intermediate form of Contract 2016 incorporating Special Conditions. The Client is keen to work with a pro-active, client focused and intelligent contractor who can deliver excellent value, high quality products in a collaborative way whilst mitigating the impact on the town and neighbours. The Client also seeks a degree of social value to be added to their projects to ensure the development benefits the wider population of Flitwick and the surrounding areas in lasting and meaningful ways. All data will be shared through Autodesk Docs as the CDE (Common Data Environment) and approval/review workflows to be agreed from initial stages. The supply chain is to follow with BIM Level 2/ ISO19650 compliance. The Client requires information on your interest, capability, and capacity to provide the works or services detailed below. Potential bidders who are interested in this opportunity must confirm their interest through the Proactis Portal by 24th September 2024, 12:00 p.m. Any Contractor who does not respond to this EOI within the timescale stipulated in will be deemed to have excluded themselves from the procurement process for the Project or Programme of Works. The ITT will be issued 25th September 2024.
