Notice Description
The authority intends to make a direct award to Tribal for the renewal of the EBS MIS due to the absence of a viable alternative supplier capable of delivering the required continuity, system compatibility, and technical functionality. EBS is fully embedded in the authority's operational, reporting, and statutory processes, and replacing it would result in significant disruption, duplication of cost, data migration risks, and delays to critical developments. A three year renewal supports the authority's agreed systems development plan, enables consolidation of third party systems into EBS, and delivers clear value for money compared with annual renewals. As Tribal is the sole provider of the proprietary EBS system, competition is absent for technical reasons, making a direct award necessary to maintain continuity of essential MIS services.
