Summary of the contracting process

The Bath and North East Somerset Council has completed a procurement process for the "Hospital Education Reintegration Service", aimed at providing quality education to children unable to attend mainstream schools due to health needs. This service falls under the education and training services category and was procured through a limited method, specifically via a negotiated process without a call for competition. The tender was published on 7th January 2022, and the contract period extends from 1st September 2022 to 31st August 2026, with a total contract value of £4,736,630. Key dates included the end of the tender period on 4th February 2022.

This procurement presents significant opportunities for businesses in the education and health sectors, particularly those focused on providing tailored educational services and support for children with special medical needs. Small and medium-sized enterprises (SMEs) and voluntary community and social enterprises (VCSEs) would be well-suited to compete, as the procurement encourages participation from these types of organisations. The successful applicant, The Partnership Trust, stands to enhance service delivery in a crucial area of child welfare and education reintegration, thus creating a potential model for other businesses in similar industries to follow.

Notice Title

Hospital Education Reintegration Service

Notice Description

The aim of the Hospital Education Reintegration Service is to ensure that children and young people, who cannot attend mainstream school because of health needs, are able to access good quality education. The service will work with schools to help them understand their responsibilities for and best practice in supporting children with medical needs. This should ensure that the support offered from the home school is as effective as possible, reducing the need to refer to HERS. Should a referral to the service be necessary, the school and service will work in close partnership in the best interests of the student and to facilitate successful reintegrated as soon as possible. The HERS is not viewed as a preferrable long term alternative to mainstream education provision. This procurement process is being undertaken under the Light Touch Regime and therefore applies the flexibilities afforded under regulation 76 of the Public Contracts Regulations 2015.
