Summary of the contracting process

The Mayor's Office of Police and Crime is conducting a market warming event titled "MOPAC Mentoring for Young Adults on Probation," aimed at shaping the commissioning approach for a new service launching in Summer 2021. This event is scheduled for 17 March 2021 at 11:30 AM and will take place in London (postcode E15 4LD). The procurement is currently in the planning stage, focusing on rehabilitation services for young adults aged 18-25 on probation, and is classified under CPV code 75231200. Interested parties must RSVP by the engagement end date of 17 March 2021.

This tender presents significant business growth opportunities for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) specialised in providing mentoring and rehabilitation services. Businesses with expertise in trauma-informed care and support services tailored for young adults, particularly those from specific backgrounds such as Black or Muslim young adults, young women, or those transitioning from custody, would be particularly well-placed to compete. Participants in the market warming event will have a chance to engage with the commissioning team and influence the service's design to meet the needs of this demographic effectively.

Notice Title

MOPAC Mentoring for Young Adults on Probation - Market Warming Event

Notice Description

Launching in Summer 2021, the Transitions to Adulthood Hub will be a holistic, trauma-informed service for 18-25 year olds on probation and 17 year olds transitioning from the Youth Offending Service to adult probation in Newham. The Hub will provide wrap-around support tailored to young adults' distinct needs and informed by maturity assessments. The aim of the pilot is to reduce reoffending, improve mental health and support young adults to make positive life choices. By building trusted relationships with young adults and supporting them to access other Hub services, mentors will play a crucial role in ensuring young adults get the right support and will be fundamental to the pilot's success. MOPAC is exploring commissioning a number of different providers to meet the needs of different groups of young adults accessing the hub, e.g. Black young adults, Muslim young adults, young women and young adults in custody. This market warming event will shape our commissioning approach and provide an opportunity for potential providers and stakeholders to comment on the service and ask any questions about the upcoming procurement. The event is taking place on Wednesday 17 March at 11.30-1. Please get in touch with Roisin Briody, Transitions Hub Manager, to attend the event.
