ASC0237 - Carers Support Service

Notice Description

Leicester City Council (the 'Authority') invites Tenders for the provision of a Carers Support Service. The Authority is seeking a service provider who will build on the current range of support provided to carers in Leicester and in accordance with local and national best practice to deliver the outcomes detailed in the service specification. The proposed Contract will be for an initial period of 3 years to commence on 1st July 2019 with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, availability of funding beyond 30th June 2022 which is not guaranteed, for a further period or periods up to a total of 24 months, taking the contract term to a maximum of 60 months. It is the Authority's view that TUPE is likely to apply in respect of this contract. TUPE refers to the "Transfer of Undertakings (Protection of Employment) Regulations 2006" as amended by the "Collective Redundancies and Transfer of Undertakings (Protection of Employment) (Amendment) Regulations 2014". However, tenderers will need to reach their own conclusion as to whether or not TUPE applies. If the award by the Authority of this contract results in the successful bidder incurring additional costs as a result of transfer of staff to it pursuant to TUPE, additional one-off funding of up to a maximum sum of PS15,000 will be available to assist the successful bidder to meet the costs arising out of TUPE. The Contract value of PS785,315 is inclusive of this PS15,000 one off funding. Any additional funding requested from the Authority in relation to TUPE shall be provided on a one-off basis and shall be conditional on the successful bidder entering into a funding agreement, in a form to be determined by the Authority.
