Summary of the contracting process

The Department for Education (DfE) is conducting a procurement process for the "Net Capacity Assessment (NCA) IT Solution Market Engagement Event," focusing on software packages and information systems within the education sector. This initiative is currently in the planning stage, with a key engagement event scheduled for 29 June 2022 in Coventry. Interested parties must register by 21 June 2022, emphasising the importance of early registration due to limited spaces. The NCA aims to support a data collection exercise for assessing the capacity of schools and colleges across England, anticipated to run from 2023 to 2025.

This tender presents a valuable opportunity for businesses specialising in software solutions, particularly those offering cloud-based services, data capture technology, and secure reporting systems. Companies involved in surveying services and data analytics could also thrive in this competitive market. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate, as DfE is keen to engage with industry-specific organisations during the planning of their future procurement approach.

Notice Title

Net Capacity Assessment (NCA) IT Solution Market Engagement Event

Notice Description

The Department for Education (DfE) is responsible for funding and standards in education, which includes supporting the delivery of building and maintenance programmes for schools, academies, free schools and sixth-form colleges. At our heart, we are the department for realising potential. In respect of our school buildings, our vision is to provide good quality spaces and places to help schools deliver an excellent education for all children and young people. The Net Capacity Assessment programme ("NCA") is a programme to undertake a data collection exercise of up to 5000 secondary schools and special schools in England; with the potential future inclusion of FE Colleges. The data collected will encompass room level data such as room size, room use and room type, and will be collected by surveyors contracted to the DfE. DfE will also require a data capture solution to support the contracted surveyors to undertake this activity. The NCA programme will be undertaken between 2023 and 2025. It is anticipated that the NCA data capture solution will comprise a cloud based SaaS solution that will provide (inter alia): (i) Capability for a field based data collection of DfE defined data for both school and FE establishments via surveyor operated mobile device app (ii) Development and manipulation of the data by surveyor organisation teams via a web app (iii) Automated nightly transfer of collected data to the Department of Education via mature API, configurable to meet DfE integration and security requirements (iv) Functionality to ensure secure and configurable reporting / export of data for end users (v) Adherence to all departmental supplier and system assurance requirements covering data security and data processing. This Early Engagement Notice is issued by the DfE to engage with the market seeking views for the potential for DfE's future procurement approach for the delivery of required Surveying Services and associated IT Solution. The market engagement event will outline the current thinking and provide information around the NCA Programme and seek views for industry specific organisations.
