Summary of the contracting process

The Government Commercial Agency (GCA) is initiating a procurement process for the provision of an Energy Portfolio Management System under the planning stage, with a focus on energy-related services. This opportunity, classified under CPV 71314000, aims to implement a cloud-based solution to manage the GCA Energy portfolio. The system will support approximately 1,200 customers, 108,000 power/gas meters, and 80,000 sites across the United Kingdom. The initial three-month trial period will commence on 1st October 2026, and the potential contract could extend until 1st September 2031, subject to further approval. Interested suppliers should prepare for the communication of a future notice by 1st September 2026 and ensure their onboarding onto the Demand Management & Renewables DPS RM6313 agreement for a selective procurement method via a dynamic purchasing system.

This tender presents a significant growth opportunity for businesses that specialise in energy management solutions, particularly those adept at integrating cloud-based systems capable of handling extensive customer portfolios and real-time data analysis via APIs. The requirement for ongoing management and optimisation of the system throughout the contract period highlights potential opportunities for businesses with expertise in software maintenance and energy data solutions. Small and medium-sized enterprises (SMEs), as well as voluntary, community, and social enterprises (VCSEs), find this opportunity accessible, offering them the chance to engage with the public sector and expand their footprint within the energy services industry.
