Summary of the contracting process

Swanley Town Council is seeking a contractor to refurbish two existing footpaths at Swanley Park, Swanley. The works involve excavating and removing the existing path materials, preparing the ground, installing suitable sub-bases, and constructing wider, finished routes with edging and associated reinstatement. One path is approximately 355 metres long and is to be widened to around 2.5 metres, with construction suitable for occasional vehicle access. The second is to be extended from approximately 29 metres to 62 metres and finished around 2 metres wide. Surfacing options under consideration include self-binding gravel, tarmac and block paving. The aim is to improve accessibility, durability and usability while delivering safe, stable pedestrian routes suited to the site. This is footpath construction work (CPV 45233161).

The buyer invited contractors to submit quotations through an open procedure. The tender deadline set was 30 November 2026 at 12:00 UTC. The planned contract period runs from 18 January to 12 February 2027. The estimated contract value is £20,000. The procurement covers two footpath works described as a single requirement, rather than separate lots. The council is seeking a cost-effective and durable solution and may ask contractors to assess surfacing choices for suitability, durability, maintenance, accessibility and whole-life cost to inform its final material selection. Quotes are to be sent by email to the council; a site visit can be arranged if required. The procurement is for works, and the published tender identifies small and medium-sized enterprises as suitable suppliers.

This requirement is suited to small and medium-sized contractors with demonstrable experience in footpath or similar external paving construction. Suppliers will need the practical capability to excavate and remove existing surfaces, prepare formations, install sub-bases, lay and finish path surfaces, fit edging and complete reinstatement. The first route must be built to tolerate occasional vehicular access, so bidders should be able to select and construct an appropriate specification for differing route uses. The council also expects professional site delivery attentive to public safety, drainage, accessibility and long-term surface performance. Contractors able to compare self-binding gravel, tarmac and block paving against maintenance needs, durability and whole-life cost can support the council's material decision. The work is a focused, two-path project, with value placed on a safe, serviceable and durable outcome. No specific accreditation or minimum experience threshold is stated.

Swanley Park Footpath Refurbishment

Notice Description

Swanley Town Council is seeking suitably qualified and experienced contractors to undertake the excavation, removal, reconstruction and improvement of two existing footpaths. The project aims to improve accessibility, durability and the overall quality of the footpath network through the installation of wider, fit-for-purpose pathways that meet the requirements of their intended use. The works will comprise the following: Footpath One Footpath One extends approximately 355.4 linear metres and will broadly follow the alignment of the existing footpath. The pathway will be widened to provide a finished width of approximately 2.5 metres, excluding edging. The construction must be suitable for occasional vehicular access, with the appropriate sub-base and construction specification provided to accommodate this requirement. Footpath Two Footpath Two currently measures approximately 29 linear metres and will be extended to approximately 62.3 linear metres. The completed pathway will provide a finished width of approximately 2 metres, excluding edging, improving the provision and usability of the route. Surfacing Options and Construction Requirements The Council is currently exploring a range of surfacing options for the proposed footpaths, including self-binding gravel, tarmac and block paving. Contractors may be required to consider the suitability, durability, maintenance requirements, accessibility and whole-life costs associated with these options to help inform the Council's final decision on the preferred surfacing materials. The appointed contractor will be expected to undertake the necessary excavation and removal of existing footpath materials, prepare the underlying formation, install an appropriate sub-base and construct the new footpaths in accordance with the agreed specification. The works will also include suitable edging, finishing details and any associated reinstatement required to leave the completed pathways in a safe, stable and serviceable condition. All works must be carried out to an appropriate professional standard, with due consideration given to site conditions, public safety, drainage, accessibility and the long-term performance of the finished surfaces. The contractor will be responsible for ensuring that the construction methods and materials used are suitable for the intended use of each footpath. The Council is seeking a cost-effective and durable solution that provides improved pedestrian routes, meets the operational requirements of the site and offers good long-term value for money.
