Summary of the contracting process

The Plymouth City Council is conducting a tender for the establishment of a Local Authority Special Free School, aimed at enhancing education provision for children with Autistic Spectrum Conditions in Plymouth. The procurement process, classified under the education and training services category (CPV Code: 80000000), is currently in the tender stage. Interested providers are invited to submit their applications by the deadline of 2nd September 2019. The new school, projected to open its doors in September 2020 with a phased intake over three to four years, will accommodate 60 students, addressing a significant gap in special education services in the region.

This tender presents an excellent opportunity for educational service providers, particularly those specialising in special education or related services, to expand their operations within the South West of England. Businesses that understand the specific needs of high-functioning students with ASC, including innovative approaches to learning and support, would be particularly well-suited to compete. Involvement in this project could enable providers not only to grow but also to significantly impact the educational landscape in Plymouth.

Notice Title

Local Authority Special Free School

Notice Description

The Department for Education has been running a Local Authority Special School free school bid process and Plymouth City Council are delighted to have been successful. Our success enables us to open a competition inviting providers to submit applications to run a new special school in our area. Plymouth has seven special schools, one of which is now part of a multi-academy trust and a range of Support Centres delivered by mainstream schools in a number of locations across the city. Currently, there is a gap in special school provision in Plymouth for students with Autistic Spectrum Conditions (ASC) who are high functioning and/or extremely anxious and may have communication and interaction difficulties. The new special school provision would help to fill the gap for these children. The new special school will be relatively small and will provide spaces for 60 children and young people. We would envisage the new special school opening on a phased intake over a three to four year period.
