Summary of the contracting process

Chemonics International, Inc. is seeking consultancy services for the Partnership Fund for a Resilient Ukraine Phase 2 programme. The work will support cultural sector reform in Ukraine by developing policies, operating models and methodologies. It falls within cultural, recreational and sporting services (CPV 92000000), with the main procurement category being services. The requirement is suited to an organisation able to provide policy advice and reform support for the cultural sector, rather than a supplier of physical goods or construction works. PFRU-2 is a multi-year, multi-donor-funded programme managed by the UK Foreign, Commonwealth and Development Office, and the services will be delivered in Ukraine.

The process has reached tender: the buyer invited offers through an open procedure above the threshold. Questions had to be submitted by 21 August 2025 at 17:00 Kyiv time, and proposals were stated to be due by 2 September 2025 at 15:00 Kyiv time; the tender record also gives a submission deadline of 1 September 2026 at 21:00 UK time. The contract is scheduled to run from 30 September 2026 to 30 April 2027. Its stated minimum value is £1 and maximum value is £2. The procurement is divided into no stated lots. Proposals must include a technical proposal, completed and signed terms of reference and annex documents, plus country-law registration documents. Price proposals may be in Ukrainian or English, and payments exclude VAT.

This opportunity suits consultancy organisations with experience in cultural policy, public-sector reform and the development of practical models and methodologies. It is particularly relevant to small and medium-sized enterprises and voluntary, community or social enterprises. Bidders need the capacity to prepare a compliant technical proposal against the requirements in clause 5.2 of the tender instructions and evaluation criteria, complete the required Excel and accompanying documents, and provide signed electronic PDF submissions. Suppliers must also be able to provide registration documents required under their national law. The buyer requires written tender communication and proposal submission by email, with the tender number included in the subject line.
