Notice Description

Achieving the government's ambition for as many homes as possible to reach EPC C by 2035 will require significant capital investment, estimated to be in the region of up to PS65bn, with much more required by 2050 to reach net zero. Stimulating private investment alongside government support will be essential to meet these targets, with the green finance market playing a crucial role in helping homeowners decarbonise their homes. The purpose of the Green Home Finance Accelerator (NZIP-GHFA) programme is to drive innovation in the green lending market and support the establishment of a diverse range of green finance products which incentivise domestic energy performance improvements amongst both owner occupiers and private landlords. The NZIP-GHFA programme will provide up to PS10m grant funding to support UK retail lenders to design, develop and pilot a range of finance propositions which encourage domestic energy efficiency and low carbon heating retrofits. BEIS is seeking to procure an organisation (or consortia) in Grant Administration Services (GAS) with expertise in green finance, energy (particularly energy efficiency, innovation, and low-carbon heat), and IT to help achieve the objectives of the NZIP-GHFA programme by providing Full Programme Management Services which can include: Design & Development: NZIP-GHFA competition materials, including preparing competition guidance notes and application forms. Processes for the competition, assessment of grant applications, monitoring and reporting of successful projects, provision of technical support. Market Engagement & Promotion: communications and marketing activities to target audiences relevant to the NZIP-GHFA, production and design of supporting materials (e.g., pre application guidance), design and development of templates (including digital), dissemination of programme/project learnings, competition promotion and stakeholder engagement. Application, Award & Delivery Support Services: administrative support of the programme, grant assessment and award, payment processing, performance monitoring and reporting of successful projects. In addition, BEIS may require the contractor to provide some of these services (including grant assessment and award and programme dissemination) for another NZIP programme, Heat Pump Ready. The Heat Pump Ready programme will support the development of innovative solutions across the heat pump sector. The solutions proposed within the Heat Pump Ready programme may include innovative finance services or novel business models to enable homeowners to install heat pumps. The invitation to tender for this contract is expected to go live Friday, 3 December 2021. Full details of this requirement will be shared with relevant suppliers registered on the Crown Commercial Services (CCS), Dynamic Purchasing System (DPS) Marketplace - Grant Administration Services (RM6172) (see below for details of how to register for this DPS Marketplace).
