Summary of the contracting process

The City of London Corporation is initiating a tender for the refurbishment of Blackfriars Bridge, specifically focusing on balustrade repairs and repainting. This project, classified under repair and maintenance services, is located in London, UK. The procurement process is currently in the planning stage, with a further notice expected by 29th October 2020 and a contract period set to commence on 5th April 2021 and conclude by 4th March 2024. The estimated contract value ranges from £4,000,000 to £8,000,000, indicating a significant investment in this crucial infrastructure project.

This tender presents a valuable opportunity for businesses specialising in repair and maintenance, particularly those with experience in handling similar refurbishment projects of historical structures. Given the scale and complexity of the work required, including the maintenance of operational traffic during the refurbishment, companies that are capable of meeting high safety and quality standards, particularly SMEs, would be well-positioned to compete for this contract. Engaging in this project could enhance their portfolio and establish long-term relationships with key public sector clients.

Notice Title

Blackfriars Bridge - Balustrade Repairs & Repainting

Notice Description

Summary of the Blackfriars Bridge Refurbishment Project The Blackfriars Bridge Refurbishment project will deliver the full refurbishment of the cast iron parapets as well as the maintenance painting of one of the Thames' most iconic crossing points. Blackfriars Bridge was built in 1869 carries the A201 as well as a cycle superhighway over the River Thames. The bridge structure is owned by Bridge House Estates and managed by the City of London. The bridge is Grade 2 listed. The General Inspection in January 2018 noted that the parapets are in a poor condition with a large proportion of the parapet balusters cracking in places. A refurbishment of the existing parapet was decided upon as the most appropriate course of action. The condition of the paint system has also starting to deteriorate significantly since the bridge's last maintenance painting circa 2000, particularly on the decorative fascia ribs. In the last painting contract the paint was removed back to bare metal. A full maintenance paint of the structure is also therefore required. The bridge is a key transport link within the City of London, one of the busiest crossings over the River Thames as well as the location of one of the busiest work sites for the Tideway Tunnel project on the River Thames. The works will include, as a non-exhaustive list: i) Repair and renovation of the cast iron parapets to Blackfriars Bridge. ii) Creating a suitable access system to the underside of the deck that satisfies requirements of all stakeholders. iii) Preparation and maintenance painting of the 5 spans of the bridge. Pedestrian and vehicular traffic on the bridge is not to have any significant interruptions during the works. The estimated contract value given is for the full duration of the contract including the maximum possible extensions. The estimated annual contract value is therefore PS1,416,666.00. Additional information: This will be an OJEU Restricted procedure, and will published via the capitalEsourcing portal. Ref: pqq_CoL_1528.
