Notice Description
Invest NI wishes to appoint a Contractor to deliver a Northern Ireland Aerospace Customer Diversification Programme. The Programme shall focus on researching and identifying opportunities and generating leads in complementary, high value advanced manufacturing sectors. The Programme shall place emphasis on those external markets where the Northern Ireland Aerospace supply chain and associated technology supply chain can compete and will identify and target emerging opportunities in aerospace to position the sector for the inevitable upturn and new world of aerospace. The Programme will research and identify areas where the existing manufacturing supply chain can collaborate with Northern Ireland's cybersecurity and technology sectors to target emerging opportunities in new sectors and aerospace with a view to the decarbonisation of aviation.

The Programme shall focus on researching and identifying opportunities and generating leads in complementary, high value advanced manufacturing sectors. The Programme shall place emphasis on those external markets where the Northern Ireland Aerospace supply chain and associated technology supply chain can compete and will identify and target emerging opportunities in aerospace to position the sector for the inevitable upturn and new world of aerospace. The Programme will research and identify areas where the existing manufacturing supply chain can collaborate with Northern Ireland's cybersecurity and technology sectors to target emerging opportunities in new sectors and aerospace with a view to the decarbonisation of aviation. Additional information: The value in II.1.7 is for Phase 1. Phase. 2 and 3 will depend on future funding. The estimated total value of this Contract will be between PS0.2m and PS1.25m exc. VAT
Options: This Contract is anticipated to commence in December 2020 and shall remain in force until 5 April 2022. Therewill be an option within the Contract, pending satisfactory performance and evaluation and budgetary approval, to extend the programmeon for one further period of 12 months

"description": "Contract Monitoring. The successful Contractor's performance on this Contract will be managed as per the specification and regularly monitored (see Procurement Guidance Note 01/12 - Contract Management - Procedures and Principles). Contractors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is paying for. If a contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in CPD for further action. . . If this occurs and their performance still does not improve to satisfactory levels within the specified period, it may be regarded as an act of grave professional misconduct and they may be issued with a Notice of Unsatisfactory Performance and this Contract may be terminated. A central register of such Notices for supplies and services contracts will be maintained and published on the CPD website.. . Any contractor in receipt of a Notice of Unsatisfactory Performance will be required to declare this in future tender submissions for a period of three years from the date of issue of the Notice. "acceleratedRationale": "The COVID-19 outbreak has given rise to an urgent need for the supply of strategic research to inform the diversification of the Northern Ireland Aerospace manufacturing supply chain which has been devastated by the reduction in air travel (2000 job losses since March 2020). The available budget is only in place until 5th April 2021 to deliver the outputs for Phase 1 of the Programme, and if Phase 1 is not successfully completed within this timeframe, the anticipated benefits of the research will not be realised, and the potential to secure budget to deliver Phases 2 and 3 of this critical Programme will be lost. This does not give Invest Northern Ireland sufficient time to comply with the standard open procedure timescales for this procurement. Invest Northern Ireland considers this to be a state of urgency which it has duly substantiated. Accordingly, Invest Northern Ireland is using the accelerated time limits permitted under PCR2015 (regulation 27(5) in respect of this procurement"
