Summary of the contracting process

The NHS Wales Shared Services Partnership, on behalf of Public Health Wales NHS Trust, has awarded a contract for the supply of sexually transmitted infection (STI) testing kits and associated consumables. This contract falls under the category of pathology services and is active, having been established to support an online self-sampling service since its inception in 2018. The procurement method utilised was a limited award procedure, which took place without prior publication of a call for competition, due to the exigencies of the Covid-19 pandemic. The service provider, HSL Pathology Lab, will manage 15,000 requests per week until the end of March 2021, ensuring efficient delivery amidst the overwhelming demand from Covid-19 testing.

This procurement presents significant opportunities for businesses within the healthcare and pathology sectors, particularly those specialising in STI testing and related medical supplies. Companies that can quickly adapt to meet procurement requirements, supply testing kits, or provide logistical support for the distribution of medical products would be well-positioned to compete in this ongoing procurement process. Given the urgency related to sexual health services during and post-pandemic, providers with proven capabilities in rapid response and quality assurance will find fertile ground for growth in this evolving healthcare landscape.

Notice Title

Contract for the supply of STSTI CT/GC testing along with HIV/HBV/HCV and Syphilis testing

Notice Description

NHS Wales Shared Service Partnership on behalf of Public Health Wales NHS Trust wish to inform the market that due to the Covid-19, global pandemic they are awarding a contract for the provision of Sexually Transmitted Infection testing kits, postal envelopes and any other associated consumables to continue an online service for self-sampling. NHS Wales Trust have been running an online service for self-sampling for STI's since 2018 and will eventually expand to an All Wales Agreement. Public Health Wales laboratories previously supported the expansion which has been agreed by Welsh Government. However, during the first wave of the Covid-19 pandemic, Public Health Wales laboratories were suspended for the use of STI sampling to support the national testing campaign. Therefore in order to enable the provision of STI testing and to continue the patient online service for self-sampling, Public Health Wales awarded a contract to HSL Pathology Lab to continue the testing in private laboratories during the height of the pandemic. However, now that the cases associated with the Covid-19 pandemic are rising further and the Public Health Wales laboratories are overwhelmed with Covid-19 testing, the service are awarding an extension contract to HSL Pathology Lab. The external provider are currently able to deal with 15000 requests a week between now and end of March 2021 in order to ensure continuation of sexual health testing.
