In order to refine our requirements and shape a strategy for a potential formal tender process, the Council are undertaking early market engagement to consult with potential partners for the Spindles Town Centre Re-Development. Objectives The primary objectives of this early market engagement are: * To share information in relation to this potential opportunity; * To ensure that the requirements are correctly aligned with current and best practice, are proven and affordable; * To gain insight and feedback on delivery options; * To gain insight and feedback on potential commercial and contracting arrangements. As part of this process, the themes Oldham Council would like to explore are: Developer and delivery partner appetite; Potential strengthens, weakness, opportunities and threats for each of the options; Precedent schemes; Structure of the project team; Commercial and contract structures.

The acquisition of Spindles by the Council in November 2020 was completed with the aim of bringing forward the redevelopment of the shopping centre as a key catalyst to deliver several of these strategic objectives. * Building quality homes * Providing opportunities to learn and gain new skills * Providing opportunities to grow local businesses and create jobs * Supporting Oldham's ambition to be the greenest borough * Embedding sustainability, energy efficiency and low (zero) carbon * Improving life-chances and the health/well-being of our residents and local communities. The site presents an excellent development opportunity to repurpose significant quantum of space, and as such, Oldham Council are seeking to engage with potential partners to help shape and inform an optimum delivery strategy, one that will ensure the strategic objectives of the Council are delivered. Oldham Council is undertaking this market engagement exercise to invite interested parties to consider the project information provided and respond to a number of questions that will help shape and inform an optimum delivery strategy. The Council is seeking written responses together with any additional comments, observations or suggestions.
