Notice Description

To deliver our critical mission in supporting the UK's defence and security, AWE (Atomic Weapons Establishment) is embarking on multi-billion investment programme to construct on-site facilities that are meet the needs of the programme. As part of the investment programme, AWE is seeking two to three Engineering Partners to lead the design, installation and commissioning of the complex engineering plant and equipment essential to meet the facilities strategic outcomes. The PPE Partner(s) will not only act as engineering lead, but as integrator and supply chain expert to ensure engineering solutions are aligned to building constraints and stakeholder requirements, including cost and schedule. They will be a strategic partner accountable for the system design and engineering solution to meet business need. The scope has been segmented into two distinct activities: * Lot 1 (est. value PS750m) will appoint PPE Partner to lead the delivery of PP&E in our conventional and explosives but non nuclear facilities. * Lots 2 & 3 (est. value PS600m) will appoint 1 to 2 PP&E Partner(s) to lead the complex engineering commissioning in our Fissile facilities. Please note: AWE Ltd is the management and operating organisation which provides the UK's nuclear deterrent capability. At the time of this notice being published, AWE does not have a legal obligation to undertake a regulated procurement process as it is not a contracting authority for the purpose of the Defence and Security Public Contracts Regulations (DSPCR 2011) and Public Contracts Regulations (PCR 2015). Be that as it may, and without prejudice to the question of whether an exemption might have in any event been available under procurement legislation, AWE intends to carry out a fair and transparent contract award process and to that end, will align voluntarily aspects of this process to the DSPCR 2011 where possible and appropriate in its view. For the purposes of advertising this opportunity voluntarily and establishing the long list of suppliers for the qualification process, AWE has utilised the Find A Tender portal to maximise the visibility of this opportunity to eligible suppliers. The configuration of this portal requires AWE to specify the regulated procedure on the basis of which the contract award will be determined. Accordingly, AWE has specified that it will use the negotiated procedure under the DSPCR 2011. For the avoidance of doubt, the reference to the negotiated procedure in the notice does not prejudice AWE's ability to depart from any DSPCR 2011 requirements that relate to this procedure or more generally where it considers it appropriate to do so. For the avoidance of doubt, AWE does not consider itself to be regulated by the provisions of the DSPCR 2011 for this contract award process and therefore the selection of this procedure or any other references to contracting authority or DSCPR 2011 in this notice is not intended to create any rights or obligations under procurement legislation.

Lot Information

Conventional Production and Scientific Capability Partner Framework

Lot 1 is for the Conventional Production and Scientific Capability Partner Framework (CPSCPF). The delivery partner will be responsible for undertaking design, construction and installation of complex manufacturing cells, processes, and support facilities/systems, including the procurement, integration, installation and commissioning of engineering equipment. The intent of the framework is to support AWE with the delivery of future new build facilities as well as with the refurbishment and upgrade of existing non-nuclear facilities. This will encompass processes involving materials which are non-nuclear but require the handling and management of hazardous and toxic materials. The framework has an estimated contract value of circa PS750m with an initial 4 years period and an option to extend a further 3 years.

Aurora Manufacturing Partnership PP&E Partner

Lot 2 is for the Aurora Manufacturing Partnership PP&E Partner where experience and capability of integrating PP&E into a high hazard, nuclear facility is required. The contract term is anticipated to be 10.5 years covering the life of the project with an estimated value of up to PS400M. The PP&E Partner will need to demonstrate experience of being a technical integrator in delivery of a programme involving a process, plant and equipment-based solution for a technically complex production process within the nuclear sector. The project has significant technical and logistical challenges that create a significant level of complexity in delivery. Note for the purposes of the SQ this Lot will be assessed with Lot 3. The Lot 2 contract will be placed as a direct contract with AWE.

EUP Project 6 PP&E Partner

Lot 3 is for the EUP PP&E Partner where experience and capability of integrating PP&E into a high hazard, nuclear facility is required. Experience and capability of integrating PP&E into a high hazard, nuclear facility is required. The contract term is anticipated to be 7.5 years covering the life of the project with an estimated value of up to PS300M. The PP&E Partner will need to demonstrate experience of being a technical integrator in delivery of a programme involving a process, plant and equipment-based solution for a technically complex production process within the nuclear sector. The project has significant technical and logistical challenges that create a significant level of complexity in delivery. Note for the purposes of the SQ this Lot will be assessed with Lot 2. The Lot 3 contract will be placed as a contract with AWE's Delivery Partner (Amentum).
