Summary of the contracting process

The Scottish Government is currently engaged in the LS/CMI System Centralisation and Support procurement process, classified under IT services (CPV code 72000000). The project aims to centralise the LS/CMI system, a key instrument for offender case management used across Scotland, and to provide ongoing operational support. The procurement is at the award stage, with a recent contract value of £642,000. The proposed duration for the contract is 480 days from the signing date, which occurred on 18th February 2021, and the delivery will take place within the UK.

This contract presents significant growth opportunities for businesses specialising in IT consulting, software development, and support services, particularly those with experience in operational support for government projects. Companies with a proven track record in public sector contracts, especially in offender management or related areas, would be particularly well-positioned to compete. Additionally, small and medium-sized enterprises (SMEs) may find this an advantageous tender due to the involvement of NVT Computing Limited, the current supplier, which is classified as an SME, suggesting an openness towards smaller competitors in the bidding process.

The Scottish Government intends to award a contract to finalise the centralisation of this system and to provide support of the operational instances of the application across Local Authorities and the Scottish Prison Service during this process. Procurement Information

The Scottish Government intends to award this contract under the provision given in The Public Contracts (Scotland) Regulation 2015. Regulation 33.1.b. The LS/CMI Centralisation Project has been ongoing for some time and substantial progress had been made before the project was delayed by the impact of Covid-19. IT Architects have highlighted significant concerns regarding the successful completion of the project if it were to be transferred to an alternative supplier at this stage. LS/CMI currently utilises the PSN (Public Service Network) but this is due to be decommissioned and partners have been given cessation dates. It is essential that this project is finalised before partners cease to use the PSN or a substantial amount of work already completed will require to be repeated.

This has lead to a delay in the completion of all live migration tasks. It would be challenging for a new service provider to assume responsibility for the system in the middle of centralisation. Preparations for centralisation date back to 2018 and completion of it by the service provider adds benefit due to their extensive knowledge of supporting the system and from designing the approach to centralising it. There is no reasonable alternative or substitute available. If a new service provider were to assume responsibility in the middle of centralisation, there would be delay in all stakeholders migrating to the live centralised platform and that could have an adverse effect on public protection, particularly around record transfers when offenders move from prison to the community and vice versa."
