Summary of the contracting process

The procurement process, led by Magnox Limited, focuses on the supply of Ductile Cast Iron Containers (DCICs), alongside associated services and technical consultancy. This contract falls under the goods category within the construction materials industry and is located in the UK. The procurement method utilised is a limited procedure, specifically negotiated without prior publication, targeting the sole supplier, Gesellschaft für Nuklear-Service mbH (GNS). The intended award covers a period of up to 10 years to meet the ongoing needs of the Magnox Waste Programme, with the contract being signed on 11th February 2021 for a total estimated value of £4,408,929.

This tender presents significant opportunities for businesses specialising in construction materials and consultancy services, particularly those focused on nuclear waste management and technical support. Companies with the capability to provide innovative solutions and methodologies for handling and transporting DCICs would be well-positioned to engage with Magnox Ltd's operations. As GNS holds all Intellectual Property associated with the DCIC designs, businesses that can collaborate or offer complementary services might also find opportunities to contribute to the wider goals of the Magnox Waste Programme.

This is in addition to the 114 MOSAIK(r) s on order with GNS planned for delivery to Magnox Ltd between 2021 and 2024. Storage and transportation services will be required to agreed timescales to meet the requirements for Magnox waste processing projects at various sites. Typically items cover complete sets of protective lid screws, closure lid screws, closure lid O-ring seals, main O-ring seals, lubricants and container identification plates. Additionally, there is a requirement for the supply of paints for undertaking DCIC repairs using paint systems as specified by GNS. The technical consultancy associated with the use of DCICs remains an important element for ongoing Magnox Waste Programme business. GNS is the design authority for DCICs they supply and there is an ongoing requirement for maintaining this interface.

Procurement Information

Magnox Limited is intending to award the contract to GNS using the negotiated procedure without prior publication, pursuant to Regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015. Magnox Ltd considers that there are no other suppliers in the market who are able to offer approved DCICs and associated equipment as the IP for the DCIC designs, maintenance, inspection and operating specifications reside with GNS. No reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. Use of DCICs underpins Magnox waste retrieval projects and this award covers the remaining 'legacy' requirement. Magnox Ltd is therefore proposing to award a 10 year agreement to GNS, which will allow enough time to complete the waste retrieval programmes using DCICs. The values quoted within this VEAT notice are estimates, with the majority of the cost attributed to the additional 30 DCICs.
