Summary of the contracting process

The University of Ulster has conducted a procurement process for the supply of "Student and Staff Laptops," categorised under portable computers in the goods industry. The contract, with a total value of £348,750, was awarded on 12 February 2021, following a limited procurement method. The laptops are to be delivered to all campuses of Ulster University, and the procurement has reached the award stage after three bids were submitted. This process did not involve a public call for competition, having utilised an existing framework agreement, with the procurement falling outside the scope of typical EU directives.

This tender represents a significant opportunity for businesses, particularly those specialising in IT and electronics, to expand their market presence by addressing the needs of educational institutions. Companies that offer high-quality portable computers, especially those with experience in providing to educational organisations, would be well-positioned to compete. The contract's focus on quality evaluation criteria suggests that suppliers with robust product offerings and sustainability commitments may have a competitive edge in future tenders in this sector.
