Summary of the contracting process

The NHS Wales Shared Services Partnership is extending the contract titled "EXTENSION TO CONTRACT - DEMENTIA SUPPORT SERVICE FOR CARERS" with Carers Trust South East Wales for a period of 12 months, following the original contract’s expiry on 31st March 2021. This decision was influenced by the COVID-19 pandemic, which impacted the ability to re-tender in a timely manner, necessitating a continuation of services in Cardiff, UK (postcode CF14 4HH). The procurement process used for this award was a limited procedure, which did not involve prior publication of a call for competition, emphasising the urgent need for service continuity in response to the pandemic's challenges.

This tender presents significant opportunities for growth, particularly for organisations that provide support services to carers, especially those focused on mental health and dementia care. Businesses that specialise in community health services, social care, and related support solutions would be well-positioned to compete in the forthcoming full tender exercise aimed at renewing these contracts. By engaging with the NHS Wales Shared Services Partnership, businesses can contribute to vital service provision while benefiting from the stability provided by established contracts in the health sector.

Notice Title

EXTENSION TO CONTRACT - DEMENTIA SUPPORT SERVICE FOR CARERS

Notice Description

The Mental Health Clinical Board has a requirement to extend the existing contract for the Dementia Support Service for Carers. The Contract expiry is due on 31st March 2021 in line with the original contract award against Tender 16/2215. As a result of the COVID 19 pandemic, the Mental Health Clinical Board have had to realign priorities and respond to the situation and therefore have not had the time that was originally planned to work on the renewal Tender and therefore seek an annual extension.

Lot Information

Lot 1

The aim of the service is to maintain service users within their own homes by supporting the Carer of someone, who late in life has developed a mental illness such as dementia or severe depression. The service should reduce stress in families/persons responsible for care, and avoid the unnecessary admission to hospital or residential care, supplement and complement existing statutory services, and maintain a high standard of care

Procurement Information

The Cardiff and Vale University Health Board wish to extend the existing contract with Carers Trust South East Wales for a 12 month period. The Health Board were not in a position to spend the time originally planned to re-tender the requirements due to the unexpected COVID 19 Pandemic and priorities within the Clinical Board having to change to respond appropriately to the situation. Furthermore by extending the 3rd Sector Contracts for an additional year will help to enable them to recover from Covid which in turn will help in re-stabilising their organisations. Work is now underway to prepare the necessary specification documents to allow a full Tender exercise to renew these contracts in line with this VEAT expiry. The extension will provide seamless service continuation.
